The population in Decimaux and elsewhere are made prepared for war with the Velpador. Helena passes the conscription laws. Pastelese main hq guy and obnoxious moustache guy are discussing what to do. PMHQ says he would be surprised if Jivenka attacked first. Moustache guy agrees because thinks Jivenka lacks guts. PMHQ says he thinks Jivenka would'nt attack first for different reasons, but let's let politics aside. But it continues and moustache guy praises Helena. PMHQ says what good Helena made was made by the late queen. What she did herself is not that cool (foster distrust towards the Velpador). PMHQ obviously not happy about the whole thing, unlike moustache guy. An aid arrives and gives PMHQ a package; PMHQ unpacks it and places its content on the map: many gray tokens for divs: the divisions we have but cannot use for lack of general officers. Helena's program calls for foreign COs to come but also fast promotion for lots of people in the Pastelese army.
At the end it is learned that the Velpador finally attacked first.
